The student recruitment funnel and what each stage counts
For each stage, write down the event that makes a student count and whether you count students or applications. Mixing the two is the usual reason stage percentages climb past 100%.

One funnel, three cuts: source, counsellor and branch
Take a hypothetical consultancy with branches in Kochi and Thrissur. It looks back at 800 enquiries created for one intake, after that intake has closed. All numbers are assumed, to show the method.

Meta ads bring 60% of enquiries and 29% of enrolments. That is not a verdict against ads: divide the ad spend by 14 enrolments, not 480 leads, and compare it with what a referral scheme or an education fair costs per enrolled student. Judge every source on cost per enrolment within the same intake.
Cut 2: by counsellor, on a like-for-like book

Thrissur's counsellors convert a counselled student almost as well as Kochi's. The gap opens before counselling, where half of Thrissur's enquiries wait past the first day for a call. The fix is first-contact cover, such as a telecaller shift, not counselling training. Without a branch tag on every record, this shows up only as "Thrissur is behind target".

Two design rules follow. Each role needs its own follow-up on the same student, or the telecaller's date overwrites the counsellor's. And visibility should follow the organisation chart: counsellors see their students, branch managers their branch, owners everything, with phone numbers masked in lists. A multi-branch CRM should enforce that once, rather than trusting everyone to look only at their own records.

Consultancies vs colleges: same funnel, different jobs
Colleges run student recruitment CRMs too, from a different point in the chain. A consultancy advises a student across many universities and succeeds when the student enrols somewhere suitable. A college's recruitment office wants students for itself, treats agents as one source among several and answers to a regulator for what happens after the offer.

The rules behind a college's recruitment reports
- United Kingdom. From 1 June 2026 the Basic Compliance Assessment thresholds for student sponsors are a visa refusal rate of less than 5%, an enrolment rate of at least 95% and a course completion rate of at least 85%, rising to 90% from 1 June 2027. Sponsor guidance in use from 7 April 2026 says a sponsor must record agent details on the CAS whenever it used an agent to recruit that student.
- Canada. Post-secondary designated learning institutions must verify letters of acceptance through the IRCC Portal and report international students' enrolment status through the DLI Portal; a non-compliant institution may face a warning or a suspension of up to one year.
- Australia. Under Ministerial Direction 115, in force from 14 November 2025, most offshore student visa applications for higher education and vocational courses are prioritised by the provider's progress towards its indicative allocation: Priority 1 below 80%, Priority 2 from 80% until 115%, Priority 3 once 115% is reached.
- United States. A designated school official must register new F-1 students who have reported to the school in SEVIS within 30 days after the session start date.
For a consultancy, the lesson is to record the university on every application and every visa outcome with its reason. Do UK universities record which agent recruited a student?
Yes. UK student sponsor guidance in use from 7 April 2026 says a sponsor must record agent details on the Confirmation of Acceptance for Studies whenever it used an agent or third party to recruit that student, even for a one-off. Sponsors using recruitment agents must also commit to the principles of the Agent Quality Framework, so partner universities' own records now tie your students to your agency.
