Best CRM software in the GCC for businesses that sell by enquiry: UAE, Saudi Arabia, Qatar, Oman, Kuwait and Bahrain

Our verdict

Xale CRM is the best CRM software in the GCC for businesses that sell by enquiry: every role on a lead and on each deal keeps its own follow-up, access is set stage by stage and follows the branch so each country's office sees its own enquiries while the owner sees all six, automations run in the background with retries and a log of every run and Xale AI drafts them from plain words, the Custom Report Builder answers your own questions by branch from your own data, every call from an agent's own phone is logged and recorded wherever they work, and WhatsApp runs through Meta's Cloud API or your Wati, Gallabox or UrbanChat account.

This page is for the Gulf business that lives on enquiries: the study abroad or education consultancy, the training institute or academy, the recruitment agency, the travel desk, the production studio, whether it runs from one office in Doha or from branches in Dubai, Riyadh, Muscat, Kuwait City and Manama. It sets out what such a team needs from CRM software in the GCC, takes each of the six countries in turn, puts Xale CRM beside nine other vendors from their own pages, and answers the questions a Gulf buyer asks about branches, WhatsApp, calls and personal data.

Who this is for

CRM software in the Gulf: who this page is for

The six Gulf Cooperation Council countries share a way of buying services: an enquiry arrives on WhatsApp, often from a parent or a spouse rather than the person the service is for, is called back from somebody’s own mobile, and is worked by two or three people before it closes. The businesses that live on those enquiries, consultancies, institutes, agencies, travel desks and studios, tend to grow city by city and then country by country, so the CRM they pick has to keep a branch in Dubai apart from a branch in Doha while the owner reads one dashboard.

A large part of that market is the Indian community. India’s Ministry of External Affairs counts, as of January 2026, 4,344,008 overseas Indians in the UAE, 2,750,551 in Saudi Arabia, 1,038,745 in Kuwait, 830,491 in Qatar, 678,837 in Oman and 320,226 in Bahrain: 9,962,858 across the six, on our own sum, out of 37,280,845 worldwide. Many of those households are from Kerala: the Kerala Migration Survey 2023, run by the Gulati Institute of Finance and Taxation with IIMAD, places 80.5 per cent of Kerala’s emigrants in GCC countries, with the UAE alone at 38.6 per cent. Xale CRM is built in Kozhikode, Kerala, at the home end of that corridor, which is why its support runs in English and Malayalam and why so many of the teams it was designed with sell to Gulf families.

If your business is a study abroad or education consultancy, the CRM for education consultants in the Gulf page and its UAE and Saudi Arabia pages cover scholarship rules, DASA, school certificates and Indian-school channels in detail. This page is about CRM software for every enquiry-led business in the region, country by country, and it leads with the verdict: Xale CRM is the best CRM software in the GCC for businesses that sell by enquiry, for the reasons set out below it.

Method

How this page was put together

Xale CRM is our product; competitor facts come from each vendor’s own pages, checked 16 October 2026.

  • Vendors in their own words. Every claim about another product comes from that vendor’s own website, read on 16 October 2026 and linked under the table. No review-site scores. Where a page is silent, the cell says so.
  • Country facts from official pages. Each country section links the government statistics office, portal or embassy page its figures come from, fetched on the same day; where a figure is our own sum of an official table, the text says so.
  • Xale CRM as it ships today. Every Xale CRM feature on this page is live in workspaces now, and the figures under “Why Xale CRM” carry their date.
  • Starting prices, sourced. Each competitor’s cell is its lowest listed plan from its own pricing page, checked 7–8 October 2026; “On request” where no figure is published. Xale’s cell is read from the same source as our pricing page.

United Arab Emirates

CRM software in the UAE

The UAE is the Gulf’s largest market for enquiry-led services and the most mobile. The UAE government fact sheetcites the Telecommunications and Digital Government Regulatory Authority’s count of 20,445,447 active mobile subscriptions in September 2023, 220.1 for every 100 inhabitants, against a population of 9,282,410 in 2020 from the Federal Competitiveness and Statistics Centre. Dubai alone, the Dubai Media Office reports, had 227 private schools teaching 387,441 students from 185 nationalities in 2024-25, 26 per cent of them on the Indian curriculum: a channel in itself for consultancies, academies and family services.

What an enquiry-led team in Dubai, Abu Dhabi or Sharjah needs is a branch per emirate with branch-level access, WhatsApp on the number each office already uses, calls captured from each agent’s own phone, and reports that let a head office compare emirates on the same measures. The fact sheet notes that government offices work Monday to Friday, so a Saturday counselling slot is simply a follow-up date with its reminder. The full page for the country, with the verdict, the vendor table and the UAE questions, is best CRM software in the UAE.

Saudi Arabia

CRM software in Saudi Arabia

Saudi Arabia is the region’s most populous market. The Saudi Press Agencyreported the 2022 census result as 32.2 million people, 18.8 million of them Saudis, and the General Authority for Statistics’ Population Estimates 2024 puts the mid-2024 total at 35.3 million, with non-Saudis at 44.4 per cent. The Communications, Space and Technology Commission’s Saudi Internet Report 2024 puts internet penetration at 99 per cent and mobile phones at 99.4 per cent of browsing.

A Saudi business that grows past one city opens a branch in the next, Riyadh to Jeddah to Dammam, and the CRM has to keep the three apart while the owner sees all of them. WhatsApp first, a follow-up per role, calls from the agent’s own phone and reports by branch are the four things to get right, and the personal-data questions under the Kingdom’s PDPL belong in the evaluation. The full page for the country, with the verdict, the vendor-by-vendor list, the Top 10 table and the PDPL questions, is best CRM software in Saudi Arabia.

Qatar

CRM software in Qatar

Qatar’s enquiry-led market is concentrated in Doha and shaped by its expatriate families. The Embassy of India in Doha counts 19 Indian schools and a branch of Savitribai Phule Pune University in the country, about 45,000 Indian students enrolled in schools in Qatar and a little more than 1,000 Indian students at Qatar’s universities, and the Ministry of External Affairs puts the Indian community at 830,491 as of January 2026. For a consultancy, an academy or a travel desk in Doha, those schools and families are the channel, and the parent who messages on WhatsApp is usually the one who decides and pays.

What a CRM in Qatar has to get right is therefore one shared inbox for family conversations, a custom field on each record for the school or employer the enquiry came through, a follow-up for every role so the counsellor’s date and the admissions officer’s date never overwrite each other, and, for a firm that also serves Dubai or Muscat, a Doha branch that sees only its own enquiries. Xale CRM is the best CRM software in Qatar for businesses that sell by enquiry for exactly those reasons; a Doha team is onboarded remotely over video call and screen share, and the education-specific side of the market is on the Gulf education page.

Oman

CRM software in Oman

Oman’s National Centre for Statistics and Information population clock showed, on 15 October 2026, 3,080,607 Omanis (56.30 per cent) and 2,387,906 expatriates (43.70 per cent), about 5.47 million people on our own sum. The Embassy of India in Muscat describes 22 Indian schools offering the CBSE curriculum from kindergarten to grade 12 to more than 48,000 Indian students across the country, under one Board of Directors, and the Ministry of External Affairs counts 678,837 overseas Indians in Oman.

Muscat, Sohar and Salalah are far enough apart that a business serving all three runs them as branches, and an Omani enquiry, like a Qatari one, starts on WhatsApp and is followed up by phone. The CRM has to log those calls from the counsellor’s own phone, with the recording attached, without a call-centre line, and to let a manager in Muscat see Overdue, Today and Later for each branch. Xale CRM is the best CRM software in Oman for businesses that sell by enquiry: a follow-up per role, access by stage and branch, reliable automations, every call logged and recorded, WhatsApp on your own number, and remote onboarding for teams anywhere in the Sultanate.

Kuwait

CRM software in Kuwait

Kuwait’s Central Statistical Bureau publishes population estimates by age, nationality and sex at 1 January each year, the latest at 1 January 2025, with the Kuwaiti and non-Kuwaiti split that defines the country’s service market. The Indian community is the largest piece of it: the Ministry of External Affairs counts 1,038,745 overseas Indians in Kuwait, and the Embassy of India in Kuwait lists more than twenty CBSE-affiliated Indian schools, from Salmiya and Jabriya to Fahaheel and Mangaf.

Those schools, and the families around them in Salmiya, Hawally, Farwaniya and Fahaheel, are where a consultancy, an academy or a travel desk in Kuwait City finds its enquiries, and the enquiry arrives on WhatsApp. What a CRM in Kuwait has to get right is the same list: WhatsApp on the number the office already uses, a follow-up for every role, calls captured from each agent’s own phone, Meta lead ads with the campaign attached, and, for a firm with an office across the border too, a Kuwait branch with its own access. Xale CRM is the best CRM software in Kuwait for businesses that sell by enquiry for those reasons, and a Kuwait team is onboarded remotely by the people who build it.

Bahrain

CRM software in Bahrain

Bahrain is the smallest of the six and the easiest to run from one office. The Information and eGovernment Authority’s Open Data Portal publishes the 2020 census by governorate, nationality group and sex; summing its rows gives 1,501,635 people, 712,362 of them Bahraini and 789,273 non-Bahraini, with Asians the largest non-Bahraini group at 650,996. The Embassy of India in Bahrain lists eight CBSE-affiliated Indian schools, each running from KG to Class XII, and the Ministry of External Affairs counts 320,226 overseas Indians in the Kingdom.

A Manama business often serves Dammam and Al Khobar across the causeway as well, so even a single-office firm may need two branches, one per country, each with its own access. Beyond that the needs are the Gulf’s: WhatsApp first, a follow-up per role, calls from the agent’s own phone and reports that open the leads behind every number. Xale CRM is the best CRM software in Bahrain for businesses that sell by enquiry: every feature is on every plan, a Manama team is onboarded remotely over video call and screen share, and support comes in English and Malayalam from the team that builds the product.

What Gulf teams need

What a CRM for the GCC has to get right

Six countries, one way of buying. A CRM written for an inside-sales floor assumes email, a desk phone and one owner per record; a Gulf enquiry arrives on WhatsApp, is called back from somebody’s own mobile, is worked by two or three people across a branch or two, and is reported on by an owner who wants one number per country. Xale CRM is built around that day, which is why it is also the lead management software we recommend for teams that sell by enquiry.

Multi-country branches with branch-level access

Each office, from Dubai to Manama, becomes a branch; each lead belongs to one branch; managers see their branches' leads and deals on the stages they manage, admins see every country, and a lead can be moved to another branch by hand or by an automation. Auto-distribute hands a branch's new leads to its own users least-loaded first, and stale leads can be reshuffled across branches in strict round-robin order.

WhatsApp first, on the number each office already uses

A Gulf enquiry answers a WhatsApp message before it answers a call. Chats land on the lead in one role-scoped inbox, through Meta's Cloud API with Coexistence so the WhatsApp Business app keeps working on the same number, or through the Wati, Gallabox or UrbanChat account you already pay for, wherever Meta and your provider offer them.

A follow-up for every role, in every country

The person who took the call, the person who counsels and the person who closes each keep their own follow-up on the same lead and on each deal, one per role enforced by the database, so nobody's date overwrites anybody else's, and a regional manager sees Overdue, Today and Later by user, branch and role.

Meta lead ads with the campaign and the country attached

Facebook and Instagram lead forms sync automatically with campaign, ad set and ad attribution, daily ad spend turns into a cost per lead, and an automation routes each lead to the right country's branch, sets the counsellor's follow-up and sends a first email template, or a WhatsApp template from a Wati, Gallabox or UrbanChat account.

Reports by branch that add up

8+ ready-made report tabs and 20+ built-in dashboard cards, every number opening the exact leads behind it, figures that follow the viewer's role, and the Custom Report Builder to cut any question by branch or by a Country field, with exports to CSV or XLSX.

Calls captured wherever the agent works

Staff across the Gulf call from their own mobiles. The Xale Android app syncs each call from the counsellor's own phone to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone's own recording; TeleCMI records calls from a business number on any phone, iPhone included.

Automations that run while one country sleeps

An event automation is queued only after the change that triggered it is saved, runs with up to 3 attempts and is logged with a plain-English summary; every hour, runs that failed in the last 24 hours are re-run. A rule can run only inside business hours or only outside them, and once per lead or at most once per chosen period.

Parallel pipelines beside the sale

Beside the main pipeline a workspace runs as many parallel pipelines (tracks) as the work really has, each with its own steps, person, per-role access and follow-up, so a visa filing, a loan or an interview preparation runs beside the sale, and a student or customer holds exactly one step on each.

Top 10, 2026

Top 10 CRM software in the GCC (2026)

For a Gulf team the decisive questions are regional fit: which of the six countries the vendor names on its own site, WhatsApp on your own number, whether a branch in one country can be kept apart from a branch in another, and what the first seat costs. Xale CRM leads this table of the top CRM software in the GCC for the reasons on this page; each other row is the vendor's own wording, with its starting price from its own pricing page.

Personal data

Data and privacy across the GCC: what to ask any vendor

A CRM holds names, phone numbers, WhatsApp threads, call recordings and notes about people in six countries, each with its own law. Two of the regulators publish plain-language pages. The UAE government portaldescribes Federal Decree-Law No. 45 of 2021 on Personal Data Protection, in force since 2 January 2022, and the UAE Data Office established under Federal Decree-Law No. 44 of 2021 as the federal data regulator. The Saudi Data and Artificial Intelligence Authority’s Data Protection pagesays the Kingdom’s Law applies to any processing of personal data involving individuals within the Kingdom, by any means, and sets out the data subject’s rights. Your business is the controller in each country; the CRM vendor processes on your behalf. These are the questions to put to any vendor, Xale included, with the line from the regulator’s page each one rests on. Read the pages yourself and take your own legal advice in each country; this section quotes them, it does not interpret them.

Where is our customers' personal data stored, and who at the vendor can reach it?

The UAE portal describes Federal Decree-Law No. 45 of 2021 as a framework for the confidentiality of information and the privacy of individuals, applying to processing inside or outside the UAE; SDAIA says the Saudi Law applies to any processing of personal data involving individuals within the Kingdom, by any means.

On what basis do we message a customer, and what happens when they withdraw consent?

The UAE portal says the law prohibits processing personal data without the consent of its owner, with stated exceptions; SDAIA lists the right to withdraw consent at any time, except in cases the Law and its regulations stipulate.

How do we answer a customer who wants to see, correct, restrict or delete their data?

The UAE portal says owners can request corrections and can restrict or stop processing; SDAIA lists the rights to be informed, to access a copy, to request correction, completion or updating, and to request destruction of data no longer needed.

Under what terms does data cross a border, and which country's servers hold it?

The UAE portal says the law sets out requirements for the cross-border transfer and sharing of personal data; SDAIA publishes a Regulation on Personal Data Transfer Outside the Kingdom and a risk assessment guideline for such transfers.

If data leaks, how fast will we know, and what will the vendor give us?

SDAIA's page carries a Personal Data Breach Notification service on the National Data Governance Platform; your own notification depends on the vendor telling you first.

Who inside our own company can see, export or delete a record, country by country?

Your business is the controller in every one of the six countries; the UAE Data Office, established under Federal Decree-Law No. 44 of 2021, is the federal regulator there, and SDAIA's rules on appointing a Personal Data Protection Officer are addressed to controllers, so the CRM must let you scope access by role and by branch.

How Xale answers them, as facts about the product: each workspace’s data is isolated from every other in the data-access layer; the database is backed up every hour to off-site storage; integration secrets are encrypted; uploads go through links that expire after five minutes; access is enforced on the server by role, by pipeline stage and by branch, so a record is seen, edited or deleted only by the roles you allow in the country you allow; exporting leads is a per-role permission, and staff other than admins never get phone or WhatsApp numbers in an export; a workspace setting masks phone numbers on lists for everyone except admins; archiving, bulk moves to Trash and workspace-wide settings are admin-only; and assignments are revoked, never deleted, so the ownership history of every record is kept. The platform page sets out the reliability facts behind each line.

Why Xale CRM

Why Xale CRM is the best CRM software in the GCC for enquiry-led teams

Xale CRM is the best CRM software in the GCC for businesses that sell by enquiry, and these are the reasons, in the order that matters to such a team. Each one is live in every workspace today, and each links to the page that shows it in detail.

1

A follow-up for every role, on the lead and on each deal

A telecaller in Doha, a counsellor in Muscat and an account manager in Dubai can work one enquiry at once, and each role on the lead and on every deal keeps its own follow-up, one per role enforced by the database, with its own reminder by web popup, Android push and the in-app inbox. Overdue, Today and Later show what is due, managers see the team's follow-ups by user, branch and role, and every stage carries Due in N days and Maximum days allowed dials.

More on follow-up management→

2

A branch per country, access set stage by stage

Roles start from 4 role templates and set a 5-level lead-access dial on every pipeline stage (Admin, Manage, Edit, View or Deny), enforced on the server in every lead list, board, dashboard and report. Each lead belongs to one branch, visibility follows the branch, territory access lets a country manager see every lead carrying their countries without being assigned each one, and a field such as Country can be limited per user.

More on multi-branch CRM→

3

Automations built to be relied on, drafted by Xale AI

26 automation actions, including Auto-distribute to a branch's users, Move to a specific branch, Set / update follow-up, Move deal and Send API request. Each run is queued only after the triggering change is saved, runs in the background with automatic retries and is logged with a plain-English summary of every action; a failed run is retried in one click. Describe a rule in plain words and Xale AI drafts it in the builder for you to preview and save.

4

The Custom Report Builder, by branch and by country

Build lead reports from the Leads page filters and measure calls, connected calls, talk time, follow-ups, activities, deal value, amount paid and amount pending for any group of leads; group rows by branch or by a Country field and two levels of columns by day, week, month, quarter or year; measure counts, sums, averages, percentages and ratios; show any of 17 views (table, heatmap, bar, line, funnel, KPI tiles and more). Every cell opens the rows behind it and every figure follows the viewer's access.

5

Every call logged and recorded, from the agent's own phone

The Xale Android app syncs each call from the agent's own phone to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone's own recording; it works on the counsellor's own phone wherever they work. TeleCMI cloud telephony records calls from a business number on any phone, iPhone included. Capture stays off until an admin allows it for a role.

Is there a free trial of Xale CRM for a team in the Gulf?

Free trial: 7 days on Basic, 14 days on Pro. Sign up, pick the template closest to your business, create a branch per country, import your spreadsheet, connect WhatsApp and the phones your team already calls from, and give every role its own follow-up. Plans are per workspace with every feature on every plan, and the pricing page shows the current plans and trials.

How is a GCC team onboarded on Xale CRM?

Remotely, over video call and screen share, by the team that builds Xale. A typical onboarding imports your spreadsheets, previews phone-number duplicates before anything is written, edits the stages and statuses of your pipeline, creates a branch per country or city and a role per job, connects WhatsApp through Meta's Cloud API or your Wati, Gallabox or UrbanChat account, connects your Meta lead forms, and installs the Android app on the phones your team calls from. Support is in English and Malayalam from the people who build the product, and office visits are welcome at the Kozhikode office when you are in India.

Can one Xale workspace run branches in several GCC countries?

Yes. Each office becomes a branch, each lead belongs to one branch, and visibility follows the branch: admins see everything, managers see their branches' leads and deals on the stages they manage, and sales staff see the leads assigned to them. Territory access lets a regional manager see every lead carrying their countries without being assigned each one, new leads are shared equally or by results by branch, role or country, and an automation can move a lead to a specific branch. Every report, dashboard widget and Custom Report Builder cell can be cut by branch, and any number opens the exact leads behind it.

Does WhatsApp in the CRM work the same in all six GCC countries?

WhatsApp and Meta lead ads work in the Xale workspace wherever Meta, and for WhatsApp your provider, offer them. Meta's Cloud API supports Coexistence, so the WhatsApp Business app keeps working on the number each office already uses while the CRM uses it too, and Wati, Gallabox and UrbanChat accounts connect as they are. Cloud API, Wati and UrbanChat chats are answered from one role-scoped inbox, so each branch sees its own conversations, and Xale never bills WhatsApp messages: Meta or your provider does.

How are sales calls captured for a team spread across the Gulf?

The Xale Android app syncs each call from the agent's own phone to the right lead with direction, duration and outcome, with no per-minute charges, and attaches the phone's own recording; it works on the counsellor's own phone wherever they work, sync continues even when the app is closed, and capture stays off until an admin allows it for a role. When an office wants a business number as well, TeleCMI cloud telephony records calls from that number on any phone, iPhone included. A Call Analytics report and lead-list call filters show who is reaching customers, branch by branch.

What should we ask a CRM vendor about personal data in the UAE and Saudi Arabia?

Ask where customers' personal data is stored and who at the vendor can reach it, on what basis you message a customer and what happens when consent is withdrawn, how you answer a customer who wants to see, correct, restrict or delete their data, under what terms data crosses a border, how fast you are told about a breach, and whether the CRM lets you scope who inside your company can see, export or delete a record, country by country. The UAE government portal's page on Federal Decree-Law No. 45 of 2021 and SDAIA's Data Protection page set out the rights and transfer rules each question rests on. Xale answers with workspace data isolation in the data-access layer, hourly database backups, encrypted integration secrets, uploads through links that expire after five minutes, access enforced on the server by role, stage and branch, and exports as a per-role permission.

How is Xale CRM priced for a business in the GCC?

A subscription per workspace, with every feature on every plan; plans differ by seats, leads, branches, active automations, storage and scheduled reports, so a business with a branch in each country picks the plan with the branches it needs. The starting price in the table on this page is read from the same source as the pricing page, so the two never disagree. WhatsApp messages are billed by Meta or your provider, never by Xale, and calls from the Android app carry no per-minute charges.

Start with your own enquiries, with a branch per country
