Best CRM software in the UAE for businesses that sell by enquiry: Dubai, Abu Dhabi and Sharjah
Our verdict
Xale CRM is the best CRM software in the UAE for teams that sell by enquiry: every role on a lead and on each deal keeps its own follow-up, access is set stage by stage and follows the branch so Dubai, Abu Dhabi and Sharjah each see their own leads, automations run in the background with retries and a log of every run and Xale AI drafts them from plain words, the Custom Report Builder answers your own questions from your own data, every call from a person's own phone is logged and recorded, and WhatsApp runs through Meta's Cloud API or your Wati, Gallabox or UrbanChat account.
This page is for the UAE business that lives on enquiries: the education consultancy in Dubai, the training institute in Sharjah, the academy, the travel desk, the manpower firm in Abu Dhabi. It sets out what such a team needs from CRM software in the UAE, puts Xale CRM beside nine other CRMs sold in the country from their own pages, lists the top 10 CRM software in UAE for 2026, and says what to ask any vendor about personal data.

How this page was put together
Xale CRM is our product; competitor facts come from each vendor’s own pages, checked 16 October 2026.
- Vendors in their own words. Every claim about another product comes from that vendor’s own website, read on 16 October 2026 and linked under the tables. No review-site scores. Where a page is silent, the cell says so.
- UAE facts from UAE sources. Market figures come from the UAE government portal, the Ministry of Economy & Tourism, the Dubai Media Office and India’s Ministry of External Affairs, linked where each is used.
- Xale CRM as it ships today. Every Xale CRM feature on this page is live in workspaces now, and the platform figures carry their date.
- Starting prices, sourced. Each competitor’s cell is its lowest listed plan from its own pricing page, checked 7–8 October 2026, or “On request” where none is published. Xale’s cell is read from the same source as our pricing page.
Who it is for
CRM software in Dubai, Abu Dhabi and Sharjah: who this page is for
The UAE is a federation of seven emirates, and its business base is small firms that win work one enquiry at a time. This page is for the ones that sell by enquiry and want CRM software in the UAE that keeps the whole team, across every emirate, on one record.
The Ministry of Economy & Tourism counts 558 thousand companies in 2022, 70.9 per cent of them micro-enterprises and a further 26.8 per cent small, with a target of one million by 2030, and puts the SME sector’s share of non-oil GDP at 63.5 per cent in 2020. Those firms sell on the phone and on WhatsApp: the UAE government fact sheet cites TDRA’s count of 20,445,447 active mobile subscriptions in September 2023, 220.1 for every 100 inhabitants, and notes that most private companies close on Sundays while others close on Saturdays and Sundays, so a Saturday follow-up is an ordinary working date for many sales teams.
Education is the largest enquiry-led market in the country. The Dubai Media Office reports 227 private schools teaching 387,441 students in 2024-25, 26 per cent on the Indian curriculum, and 42,026 students in 41 private higher education institutions, 35 per cent of them international; India’s Ministry of External Affairs counts 4.3 million Indians in the UAE and 108 Indian schools. Every one of those families is an enquiry to a school, a consultancy or an academy, and it arrives on WhatsApp first. If you run an education consultancy, the page written for you is CRM for education consultants in Dubai and the UAE; the Gulf as a whole has its own page on the best CRM software in the GCC, and Saudi teams have CRM software in Saudi Arabia. A Xale workspace starts from one of six industry templates, each with a pipeline, roles and sources you can rename or extend:
Education consultancies and study abroad advisers
One student, one deal per university application, a follow-up for every role on both.
Training institutes and coaching centres
An admissions pipeline from enquiry to enrolment, one deal per course choice, parents on WhatsApp.
Academies and skill schools
Inquiry, Qualify and Enrollment, a programme catalogue with variants, Razorpay links and EMI plans on deals.
Travel desks and tour operators
Inquiry to Fulfillment, one deal per booking, every call and chat on the traveller's record.
Manpower and recruitment firms
Screening to Visa & Deployment, one deal per job application, each recruiter's follow-up kept apart.
Production studios
Pitch to Delivery, one deal per video, a service catalogue with variants linked to each deal.
Running a business outside the six, such as a clinic or a property desk? Start from the closest template, rename the stages and capture product or service details as custom fields; the pipeline, roles, follow-ups, automations, WhatsApp, calls and reports work the same way on every template.
What UAE teams need
What CRM software in the UAE has to get right
A CRM written for an American inside-sales floor assumes email, a desk phone and one owner per record. A UAE enquiry arrives on WhatsApp, is called back from somebody’s own mobile, is worked by three people in two emirates, and is reported to a head office that wants Dubai and Sharjah on the same measures. Xale CRM is built around that day, which is why it is also the best lead management system for teams that sell by enquiry.
WhatsApp before the phone rings
A UAE enquiry answers a WhatsApp message first. Chats land on the lead in one role-scoped inbox, through Meta's Cloud API, with Coexistence so the WhatsApp Business app keeps working on the same number, or through the Wati, Gallabox or UrbanChat account your team already pays for.
Branches in more than one emirate
A lead belongs to one branch, visibility follows the branch, Auto-distribute hands a branch's new leads to its users least-loaded first, and every report and dashboard widget can be cut by branch, so a Dubai head office compares Abu Dhabi with Sharjah on the same measures.
A follow-up for every role
The person who took the call, the person who counsels and the person who closes each keep their own follow-up on the same lead, one per role enforced by the database, so nobody's date overwrites anybody else's.
Leads from Meta ads and the website
Facebook and Instagram lead forms sync automatically with campaign, ad set and ad attribution, and daily ad spend gives cost per lead; a web form built in Xale embeds on any site with one snippet; an Excel import previews phone-number duplicates before anything is written.
Calls from the person's own phone
Sales staff in the UAE call from their own mobiles. The Xale Android app syncs each call to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone's own recording, wherever they work; capture stays off until an admin allows it for a role.
Access set stage by stage
Roles start from 4 role templates and set a 5-level lead-access dial on every pipeline stage, enforced on the server. A country manager sees their countries through territory access, exports are a per-role permission, and 8+ ready-made report tabs and 20+ built-in dashboard cards follow the viewer's access.
Side by side
CRM software companies in UAE and the CRMs they sell, vendor by vendor
Xale CRM is the best CRM software in the UAE for teams that sell by enquiry, and leads the table. Two kinds of vendor answer a search for CRM software companies in UAE: global products, Zoho, Salesforce, HubSpot, Freshworks, Microsoft, Bitrix24 and Odoo among them, and CRMs built or sold from the UAE, such as Focus CRM on Focus Softnet’s UAE site and Zarina CRM in Dubai. Each other row comes from that vendor’s own pages (checked 16 October 2026) and its own pricing page (checked 7–8 October 2026); “Not stated on its pages” means the pages we read are silent.

Top 10, 2026
Top 10 CRM software in UAE (2026)
For a team of three to fifty in Dubai, Abu Dhabi or Sharjah the decisive questions are not features but pricing basis, WhatsApp on your own number, calls from your staff's own phones, and whether a second emirate can be kept apart from the first. Xale CRM leads this table of the top CRM software in UAE for the reasons on this page; each other row is the vendor's own wording, with its starting price from its own pricing page.

WhatsApp CRM in the UAE
A search for WhatsApp CRM UAE is really a search for one inbox: the number customers already message, answered by the right person, with the chat on the lead beside the calls and the follow-up. Xale CRM gives you that on your own number or your own provider.
Connect Meta’s Cloud API, including Coexistence, so the WhatsApp Business app on the front-desk phone keeps working on the same number while the CRM uses it too, or connect the Wati, Gallabox or UrbanChat account you already pay for. Cloud API, Wati and UrbanChat chats are answered from one role-scoped inbox: a counsellor sees the chats on their own leads, a branch manager sees their branch, an admin sees every emirate. Wati, Gallabox and UrbanChat accounts also turn a new enquiry into a lead and send approved templates from automations, inside business hours or as an after-hours reply, and template broadcasts run on Cloud API connections to opted-in leads, with sent, delivered, read, replied and failed counts.
Xale never bills a WhatsApp message: Meta or your provider does, and WhatsApp works in the Xale workspace wherever Meta and your provider offer it. The general page on WhatsApp CRM covers the Cloud API, Coexistence and the three providers in detail, and WhatsApp CRM for education shows the same inbox on a consultancy’s family chats.
Lead management
Lead management for UAE teams: Meta lead ads, web forms and calls
A UAE enquiry comes from an Instagram ad, a website form, a WhatsApp message or a call to a mobile, and the first test of any CRM system in the UAE is whether all four land on one list with their source attached.
Facebook and Instagram lead forms sync automatically into Xale with campaign, ad set and ad attribution, and daily ad spend gives cost per lead, so a marketing manager in Dubai sees which ad set fills the Sharjah pipeline. When a lead arrives, an automation assigns it, sets the counsellor’s follow-up and sends a first WhatsApp template from your Wati, Gallabox or UrbanChat account; the Meta Lead Ads CRM page walks through the connection. A web form built in Xale embeds on any site with one snippet and is its own lead source, an Excel import previews phone-number duplicates before anything is written, and the lead list carries favourite views and call filters, described on the lead management software page.
Calls are where most UAE CRMs go blind, because sales staff call from their own phones. Every call logged and recorded, two routes: the Xale Android app syncs each call from the person’s own phone to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone’s own recording; TeleCMI cloud telephony records calls from a business number on any phone, iPhone included. Recordings transcribe on demand and a Call Analytics report shows who is reaching customers; the CRM with call recording page shows both routes.
Data and privacy
Data and privacy in the UAE: what to ask any CRM vendor
A CRM holds the names, numbers, nationalities and conversations of every customer your business has spoken to. The UAE government portal describes Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, in force since 2 January 2022: it names the UAE Data Office as the federal data regulator and sets out consent, the right to correct data and to restrict or stop its processing, and rules for cross-border transfer. Read that page, then put the same questions to every vendor on this page, Xale included.
Six questions for any CRM vendor
- Which law governs the personal data we will store, and how does the contract refer to Federal Decree-Law No. 45 of 2021?
- How is our workspace kept apart from every other customer's data, how often is it backed up, and where do the backups go?
- Can we set, role by role and stage by stage, who sees a lead, who edits it and who sees nothing?
- Who can export leads, and do exports carry phone and WhatsApp numbers?
- Can a sensitive field, such as a nationality or a country, be hidden from a role or limited per user?
- When a person leaves, does the record of who held each lead survive, and how are the tokens for WhatsApp, Meta and telephony stored?
How Xale CRM answers
- Every workspace runs with data isolation in the data-access layer, and the database is backed up every hour to off-site storage.
- a 5-level lead-access dial on every pipeline stage per role, enforced on the server in every lead list, board, dashboard and report; visibility follows branches.
- Exporting leads is a per-role permission that can also be set stage by stage, and staff other than admins never get phone or WhatsApp numbers in an export.
- A sensitive custom field such as Country can be limited per user or denied to a role, so it disappears from pickers, cards, filters and exports; a workspace setting masks lead phone numbers on the list, grid and board for everyone except admins.
- Assignments are revoked, never deleted, so ownership history is kept; integration secrets are encrypted, and uploads travel through links that expire after five minutes.
The access model is set out on the role-based access control page and the platform facts on the platform page. Your own legal adviser reads the law for your business; this page gives you the questions.
Why Xale CRM
Why Xale CRM is the best CRM software in the UAE for enquiry-led teams
Xale CRM is the best CRM software in the UAE for teams that sell by enquiry. Six reasons, in the order that matters to such a team, each live in every workspace today and each linked to the page that shows it in detail; then how a UAE team is onboarded and supported.
1
A follow-up for every role, on the lead and on each deal
A telecaller in Sharjah, a counsellor in Dubai and an account manager in Abu Dhabi can work one enquiry at once, and each role on the lead and on every deal keeps its own follow-up, one per role enforced by the database, with its own reminder by web popup, Android push and the in-app inbox. Managers see Overdue, Today and Later by user, branch and role.
More on follow-up management→2
Access set stage by stage, and by emirate
Roles start from 4 role templates and set a 5-level lead-access dial on every pipeline stage, enforced on the server in every lead list, board, dashboard and report. Each run is queued only after the triggering change is saved, runs in the background with automatic retries and is logged with a plain-English summary; a failed run is retried in one click. Describe a rule in plain words and Xale AI drafts it for you to preview and save.
More on CRM automation→4
The Custom Report Builder for your own questions
Build lead reports from the Leads page filters and measure calls, connected calls, talk time, follow-ups, activities, deal value, amount paid and amount pending for any group of leads, grouped by day, week, month, quarter or year, in any of 17 views (table, heatmap, bar, line, funnel, KPI tiles and more). Every cell opens the rows behind it and every figure follows the viewer's access.

Frequently asked questions
Best CRM software in UAE: common questions
Which is the best CRM software in UAE?
Xale CRM is the best CRM software in the UAE for teams that sell by enquiry: consultancies, institutes, academies, travel desks and manpower firms in Dubai, Abu Dhabi, Sharjah and the northern emirates. Every role on a lead and on each deal keeps its own follow-up, one per role enforced by the database, with its own reminder. Access is set with a 5-level dial on every stage and follows the branch. Automations retry and log every run, and Xale AI drafts them from plain words. The Custom Report Builder opens the rows behind every cell, every call from a person's own phone is logged and recorded, and WhatsApp runs through Meta's Cloud API or your Wati, Gallabox or UrbanChat account.
What is the best CRM software in Dubai for a small business?
Xale CRM is the best CRM software in Dubai for a small business that sells by enquiry, because it is priced per workspace with every feature on every plan: a team of three gets the same follow-ups per role, stage-level access, automations, Custom Report Builder, call logging and WhatsApp inbox as a team of fifty. Pick the closest template at signup, rename the stages, connect WhatsApp and the phones your team already calls from, and add a branch when a second office opens.
Which CRM software do companies in the UAE use?
Two kinds of product. Global CRMs sold worldwide, among them Zoho CRM, Salesforce Sales Cloud, HubSpot, Freshsales, Microsoft Dynamics 365 Sales, Bitrix24 and Odoo, each described on this page from its own pages, and CRMs built or sold from the UAE, such as Focus CRM and Zarina CRM. For a team that sells by enquiry, Xale CRM is the best CRM software in the UAE: a follow-up for every role, access by stage and branch, reliable automations, the Custom Report Builder, every call recorded and WhatsApp on your own number.
What is the best CRM in UAE for WhatsApp?
Xale CRM is the best WhatsApp CRM in the UAE for enquiry-led teams. It connects Meta's Cloud API, including Coexistence so the WhatsApp Business app keeps working on the same number, or the Wati, Gallabox or UrbanChat account you already have, and Cloud API, Wati and UrbanChat chats are answered from one role-scoped inbox on the lead. Wati, Gallabox and UrbanChat accounts also turn new enquiries into leads and send approved templates from automations, and template broadcasts run on Cloud API connections with sent, delivered, read, replied and failed counts. Xale never bills a message.
Does Xale CRM work for teams in Abu Dhabi and Sharjah?
Yes. One workspace serves a team in Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain or Fujairah the same way. Each office becomes a branch: a lead belongs to one branch, managers see their branches, admins see every emirate, Auto-distribute hands each branch's new leads to its users least-loaded first, and every report and dashboard widget can be cut by branch. A country manager sees every lead carrying their countries through territory access.
Is there a free trial of Xale CRM for a UAE team?
Free trial: 7 days on Basic, 14 days on Pro, the same figure the pricing page shows, because both read from the same source. Plans are priced per workspace with every feature on every plan and differ by seats, leads, branches, active automations, storage and scheduled reports; the data from the trial carries straight into the paid plan.
How is onboarding done for a UAE team?
Over video call and screen share, with the same setup our team runs in person for clients across Kerala: importing your sheets with a preview of phone-number duplicates, editing stages and statuses, creating branches and roles, setting every role's follow-up dials, connecting WhatsApp, Meta Lead Ads and the web form, and installing the Android app on the phones your team calls from. Support comes from the team that builds Xale, in English and Malayalam, and owners visiting Kerala are welcome at the Kozhikode office.
Which CRM software is used in UAE real estate?
Property teams in the UAE use the general CRMs on this page, Zoho CRM, Salesforce Sales Cloud, HubSpot, Freshsales, Microsoft Dynamics 365 Sales, Bitrix24 and Odoo, and UAE-built products such as Zarina CRM, whose homepage names real estate among the industries it is tailored to. Xale CRM's six templates are Study Abroad, Education, Manpower, Video Production, Academy and Travel; a property desk starts from the closest template, renames the stages and captures property details as custom fields.
What is CRM software in UAE, and what does it do for an enquiry-led business?
CRM software keeps every enquiry, the people working it and everything that happened to it on one record: source, stage, who holds it, when each person's next follow-up is due, every call with its recording, every WhatsApp chat and every document. For a UAE business that sells by enquiry the test is practical: does a WhatsApp message land on the lead, is a call from a salesperson's own phone logged, can a Dubai branch and a Sharjah branch each see their own leads, and does every report number open the leads behind it.
What should a UAE business ask a CRM vendor about personal data?
Start from the UAE government's own page on Federal Decree-Law No. 45 of 2021, the Personal Data Protection Law, in force since 2 January 2022 with the UAE Data Office as the federal regulator. Then ask every vendor, Xale included, how workspaces are kept apart, how often the database is backed up and where, who can see and export leads, whether exports carry phone numbers, whether a sensitive field can be hidden from a role, and how integration secrets are stored. Xale CRM answers with workspace data isolation, hourly off-site backups, a 5-level access dial on every stage, per-role exports that never carry phone numbers for staff other than admins, and encrypted integration secrets.
