If your counsellors reply to students from one phone on the front desk, WhatsApp is already your CRM, just a fragile one. Sooner or later someone asks whether you should "move to the API", a provider calls, and a colleague mentions that you can now run the app and the API on the same number.
This guide settles the WhatsApp Business app vs API question for study-abroad consultancies, coaching institutes and admissions teams in India. It covers the three options, BSPs, the rules that trip teams up, costs (including Meta's 1 October 2026 change) and what to pick at each size.

The Business app: where it works and where it stops
For a solo counsellor the free app is hard to beat. It stops scaling for three reasons:
- Only a handful of devices. You can link up to four devices to the primary phone (WhatsApp Help Centre). Beyond that, the phone gets passed around.
- Limited broadcast reach. Broadcast lists reach only people who have saved your number (WhatsApp Help Centre), and students who enquire through ads rarely do. WhatsApp has since added paid business broadcasts to the app.
- No ownership or history on the lead. You can't see who replied or who owns the student, and when a counsellor leaves, the context goes with them.
The Cloud API: built for teams
The Cloud API is Meta's hosted WhatsApp Business Platform. There's no phone app. You connect the number to a CRM or a provider's inbox, and every counsellor works the students they own, with chats saved on the lead record.
In exchange, you accept the platform's rules and per-message costs. You also accept messaging limits: a cap on how many unique people you can message outside a customer service window in a rolling 24 hours. Limits start at 250 and scale through 2,000, 10,000 and 100,000 to unlimited as you verify your business and keep quality high. They apply to your whole business portfolio (Meta: messaging limits).
Coexistence: the app and the API on one number
Coexistence lets a number already on the Business app connect to the Cloud API while you keep using the app. Messages are mirrored between the two (Meta for Developers, checked September 2026). Before you switch it on, know the following:
- You onboard through a Meta partner (a BSP or a tech provider such as a CRM) using Embedded Signup, and you need Business app version 2.24.17 or later.
- Up to six months (180 days) of chats can sync. Group chats don't, and media only comes across for the last 14 days.
- Some features switch off: disappearing messages, view-once and live location in one-to-one chats, and broadcast lists. Some companion devices, such as Windows desktop and WearOS, are unlinked.
- Throughput is fixed at 20 messages per second, and the number disconnects if the primary phone is inactive for about 14 days.
- App messages stay free. Messages sent through the API are billed.
What a BSP like Wati or Gallabox does
Meta doesn't sell inboxes or chatbots, so most businesses reach the API through a partner. Solution Partners (usually called BSPs) can extend credit and bill you for API usage. With Tech Providers, Meta bills you directly (Meta: partner types). A BSP such as Wati or Gallabox typically bundles onboarding, a team inbox, a template manager, chatbot builders, a prepaid wallet and support.

- Do you pass on Meta's rates at cost, or add a fee?

Templates and their categories
Outside the 24-hour window, only pre-approved templates can be sent. Meta checks the category you choose against the content (Meta: template categories):

Don't dress marketing up as utility: Meta periodically re-categorises approved templates. Use variables for the student's name, course and university, and keep a small library: first response, document reminder, appointment confirmation, application update and payment reminder.
The 24-hour customer service window
Meta's rule: "When a WhatsApp user messages you or calls you, a 24-hour timer called a customer service window starts. If the user messages or calls you again before the timer expires, the timer resets to 24 hours" (Meta: sending messages). Inside the window you can send anything; outside it, only templates.

One exception to plan for: when a student messages you from a Click to WhatsApp ad and you reply within 24 hours, a 72-hour free entry point window opens in which every message is free (Meta: pricing).
Opt-in: get it on record
Meta requires that the person gave you their number and opted in to messages from your business. The opt-in must name your business, and Meta advises telling people how to opt out and honouring those requests. Businesses whose quality stays low get rate-limited (Meta: getting opt-in). A checklist:
- Web, landing-page and Meta lead forms say "I agree to receive updates from [consultancy name] on WhatsApp."
- Education-fair and walk-in forms carry the same line.
- The opt-in source and date are saved on the lead.
- Marketing consent is kept separate from application updates.
- "STOP" requests are actioned the same day, and bought lists are never used.
Broadcasts vs automations
A broadcast is one message to many people at a time you choose, such as an open-day invite to opted-in leads interested in Canada. It's usually a marketing template and counts towards your messaging limit. An automation is one message to one person when something happens: a new enquiry, an assignment or a stage change. Use broadcasts for news and automations for next steps, and judge both by replies, not "delivered".
What it costs, and what changes on 1 October 2026
Since 1 July 2025, Meta has charged per delivered message rather than per conversation. Rates depend on the template category and the recipient's country code, and utility and authentication rates fall at higher volumes. Meta publishes rate cards by currency, including INR, on its pricing page. You're billed by Meta or by your Solution Partner, which may add its own fee.
Until 30 September 2026, free-form replies and utility templates inside an open window are free, as is anything inside a free entry point window. From 1 October 2026, Meta's partners report that in-window service messages and utility templates are charged per message. The 72-hour free entry point stays, and the free apps aren't affected (Zendesk, 10 August 2026; Wati, 13 August 2026). Check Meta's current rate card for your recipients' country codes before you budget. Once replies cost money, send one complete answer rather than five one-liners, and don't broadcast to cold lists.

- Leaving a Coexistence number's primary phone unused for weeks.
- Running separate BSP and CRM inboxes, so nobody knows where a student replied.
