The school market behind UAE enquiries
Private education is regulated emirate by emirate, as the UAE government portal explains. The latest figures we could confirm on official pages:

Ras Al Khaimah's Department of Knowledge regulates private education there, and the federal Ministry of Education supervises private schools in Ajman, Umm Al Quwain and Fujairah.
In 2024-25 Dubai's UK curriculum had 37 per cent of students, the Indian curriculum 26 per cent, the US curriculum 14 per cent and the International Baccalaureate 7 per cent. On our own arithmetic, that is roughly 100,000 students in Indian-curriculum schools in Dubai alone.
Across the country, the Ministry of External Affairs' India-UAE brief of April 2026 counts 108 International Indian schools following the CBSE and Kerala Board curricula, served by a CBSE Regional Office in Dubai, and an Indian community of 4.3 million, roughly 35 per cent of the population. Many of those households are from Kerala: the Kerala Migration Survey 2023 found 38.6 per cent of the state's estimated 2.2 million emigrants living in the UAE, more than in any other country.
Each Grade 12 student from those schools needs board results, test scores and a passport on one file, however many universities they apply to.
Emirati students and the ministry's study-abroad standards
On 29 May 2025 the Ministry of Higher Education and Scientific Research published criteria for Emirati students who want to study outside the UAE, self-funded or sponsored. The institution must be recognised by the ministry under these tiers, measured on its approved international rankings:
- Anywhere: top 50 worldwide in the intended field, regardless of overall rank.
- United States or Australia: top 100 in the field and top 100 overall.
- Any other English-speaking country: top 200 in the field and overall.
- A non-English-speaking country: top 300 in the field and overall.
Qualifications outside the criteria may not be acknowledged for employment, promotion, study leave or qualification-related benefits in the federal government sector. Students already abroad got a one-year grace period, and the rules sit in Ministerial Resolution No. (5) of 2025.
So every university on an Emirati student's shortlist needs its field ranking, overall ranking and country recorded, and a manager should see the check before an application goes out.
Dubai and Abu Dhabi as destinations, not only origins
Dubai's private higher education sector enrolled 42,026 students in 2024-25 across 41 KHDA-regulated institutions, 37 of them international campuses. International students rose 29 per cent in a year to 35 per cent of the student body, and the Education 33 strategy aims for 50 per cent by 2033.
The MEA brief lists IIT Delhi's Abu Dhabi campus, teaching since January 2024; campuses of Manipal, BITS Pilani, Amity University and Symbiosis; and IIM Ahmedabad's branch campus at Dubai International Academic City, launched in September 2025. For 2026-27, Dubai expects 26 new private education institutions, two of them international higher education institutions.
So one UAE pipeline can run both ways: a Sharjah school leaver applying abroad, and an international student enquiring about a Dubai campus.
What education consultants in Dubai and the UAE need from a CRM
The working week. The UAE fact sheet notes that government offices close on Saturdays and Sundays, while most private companies close only on Sundays. Xale's follow-ups use calendar days, so a Saturday counselling slot is simply another date.
Calls. TDRA's FAQ treats voice and video calls over the internet as a regulated activity: a third-party service must be licensed, work with a licensee or be approved by TDRA, which publishes a list of approved applications. Where Xale fits, and where it doesn't
Xale suits UAE consultancies, from a few counsellors to firms with offices in several emirates, that want a study abroad CRM built around students, applications, follow-ups and calls. It is a closer fit where counsellors or families speak Malayalam, since support and transcription both cover it.
The limits for a UAE-based team:

- There is no ranking lookup, no pre-loaded university library, no per-country visa workflow and no student or parent portal.
Onboarding and support in the UAE
Onboarding for UAE teams is remote, over video call and screen share; in-person onboarding is offered only in Kerala. Call capture stays off until an admin allows it for a role.
