Saudi Arabia in official figures

The General Authority for Statistics (GASTAT) announced the first results of the 2022 census on 31 May 2023, as reported by the Saudi Press Agency: 32,175,224 people, of whom 18.8 million were Saudis (58.4 per cent) and 13.4 million non-Saudis (41.6 per cent), with a median age of 29. GASTAT's Population Estimates Publication 2024 puts the mid-2024 total at 35.3 million, 44.4 per cent non-Saudi.

That split gives a consultancy two different client groups. Saudi students weigh overseas study against the government scholarship rules. Expatriate families weigh universities at home as well as abroad, and India's bilateral brief on Saudi Arabia (April 2025) puts the Indian community at approximately 2.7 million. The Embassy of India is in Riyadh, with a Consulate General in Jeddah.

How families communicate matters as much. The Communications, Space and Technology Commission's Saudi Internet Report 2024 puts internet penetration at 99 per cent, says mobile phones account for 99.4 per cent of browsing and places peak use between 9 and 11 at night. Students and parents are on their phones, often late in the evening.

The Ministry of Education's scholarship page dates the external scholarships programme to 2005 and its Safeer platform to 2010. On 13 March 2022 the Ministry announced a strategy to send 70,000 students to the world's top 200 educational and training institutions by 2030, through four tracks: Research and Development, Alrowad (Pioneers), Imdad and Wa'ed (Promising).

The Ministry's Applying for a scholarship e-service is for students already admitted to an international university. Its conditions include:

  • The applicant must be a Saudi national.
  • A direct, unconditional acceptance in one of the specified specialisations and institutions.
  • Study in the country of the institution's main headquarters.
  • Equivalence of any previous qualification earned outside the Kingdom.
  • Documents uploaded by the applicant, who cannot delegate the application to others.
  • Limited seats in each specialisation or institution.

Students already abroad at their own expense can request to join a mission, which requires a university ranked in the top 50 for the specialisation, or the top 100 of the Ministry's approved classification, a recommended specialisation, and minimum credit hours and grade point averages. The page says its university and specialisation lists were updated from January 2024.

For a consultancy, the unconditional offer is the checkpoint that matters, the university must be on the Ministry's lists, and the equivalency certificate is a document to chase. Because the student submits personally, the counsellor needs a dated reminder to confirm it happened.

Expatriate families, DASA and school certificates

For families weighing university in India, the DASA 2025 information brochure describes the Direct Admission of Students Abroad scheme of India's Ministry of Education:

  • NITs, IIITs and other listed technical institutes admit NRI, OCI, PIO and foreign national candidates on JEE (Main) ranks, in supernumerary seats of up to 15 per cent.
  • One-third of those seats are reserved for Children of Indian Workers in Gulf countries (CIWG), and Saudi Arabia is one of the eight countries listed.
  • Indian nationals need at least two years of education abroad, including Classes XI and XII, and B.Tech. applicants need 75 per cent in aggregate in Class XII.

School paperwork differs too. The Embassy of India's attestation page says certificates issued by International Indian Schools under the Embassy's patronage are exempt from attestation by MOFA or the Chamber of Commerce.

In practice, one family can run a JEE and DASA timeline for one child and a UK application for a sibling, with the same parent deciding and paying. CIWG eligibility turns on a parent's Gulf employment, so the proof belongs on the student's record.

  • Meta. WhatsApp and Meta Lead Ads work wherever Meta supports them. Xale never bills WhatsApp messages.
  • Data law. SDAIA's data protection page says the Personal Data Protection Law covers personal data of individuals in the Kingdom, including processing by entities outside it.   • Gaps. No student portal or link to the Ministry's platforms, no pre-loaded university list (Course Finder searches the list you import), no per-country visa workflows and no sub-agent commission module. A document requirement checks a file's name, not its contents.
