Xale CRM for Student Recruiters and Consultancies in Canada

Xale CRM is the best CRM for student recruiters and education consultants in Canada: a follow-up per role, stage-level access, PAL/TAL files on record.

This page is for owners choosing a CRM for student recruiters and education consultants in Canada: firms in Toronto, Brampton, Vancouver and beyond that place students in Canadian colleges and universities, help students already here change schools, or work alongside licensed immigration consultants. It sets out what IRCC asks of a study permit file under the international student cap, who may charge for permit advice, and why Xale CRM runs that work best. We set up Canadian firms by video call from Kozhikode, Kerala, as part of our worldwide work.

Key takeaways

  • Xale CRM is the best CRM for student recruiters and education consultants in Canada: a follow-up for every role, access set stage by stage, and PAL/TAL papers held on the student's record.
  • IRCC expects to issue up to 408,000 study permits in 2026, including 155,000 to newly arriving students.
  • Most applicants need a provincial or territorial attestation letter (PAL/TAL); from 1 January 2026, master's and doctoral students at a public DLI do not.
  • A post-secondary student switching schools must extend the study permit first, with a new PAL/TAL.
  • Only authorized representatives, including members of the College of Immigration and Citizenship Consultants, may charge for immigration advice.

Canada's international student cap in official figures

IRCC's notice on 2026 allocations under the international student cap, dated 25 November 2025, expects up to 408,000 study permits in 2026: 155,000 for newly arriving students and 253,000 extensions, 7% below the 2025 target of 437,000. Up to 180,000 permits should go to applicants who need a PAL/TAL, a target shared among provinces and territories by population, each distributing its spaces to its own designated learning institutions. The allocations count applications and allow for refusals, so they add up to more than 180,000.

Province2026 allocations for PAL/TAL-required applications
Ontario104,780
Quebec93,069
British Columbia32,596
Alberta32,271
Saskatchewan11,349
Manitoba11,196
All provinces and territories309,670

IRCC's 2026 transition binder on the International Student Program records roughly 691,215 study permit holders at the end of 2025, against 928,430 a year earlier, and about 177,595 fewer new international students in 2025 than in 2024. Its letter of acceptance verification system flagged more than 10,000 potentially fraudulent letters in 2024 and a further 4,900 in 2025.

What a Canadian study permit file needs

IRCC's document list starts with a letter of acceptance from a designated learning institution (DLI), a school a province or territory has approved to host international students. Post-secondary DLIs must verify those letters and report their international students' enrolment. Around the letter, a file collects:

  • A PAL or TAL. The attestation letter confirms the province or territory has space for the student; the school explains how to get one. It stays valid until 31 December of its cap year. Primary and secondary students are exempt, and from 1 January 2026 so are students in a degree-granting master's or doctoral programme at a public DLI. Students heading to Quebec need a Quebec Acceptance Certificate (CAQ) instead.
  • Proof of funds. For a single student outside Quebec, the financial support page sets CAD 23,448 for living expenses on applications from 1 September 2026, up from CAD 22,895, with tuition and travel on top.
  • The rest. Identity documents, a recommended letter of explanation and, where they apply, a medical exam, a police certificate or a custodian for a student under 17 without a parent or legal guardian.

Students already in Canada need a different file. IRCC's page on changing schools says a post-secondary student must apply to extend the study permit before starting at a new DLI, with a letter explaining the change, a letter of acceptance from the new school and, unless exempt, a new PAL/TAL, a requirement since 22 January 2025.

Who may charge for immigration advice in Canada

Section 91 of the Immigration and Refugee Protection Act bars anyone from knowingly representing or advising a person for consideration on an application under the Act unless they are in good standing with a provincial law society, the Chambre des notaires du Québec or the College of Immigration and Citizenship Consultants. IRCC's list of authorized representatives names the same groups, with paralegals in Ontario, and IRCC's guide to representatives says it may return or refuse an application made through an unauthorized representative who charges a fee.

Education agents sit on the other side of that line. The same guide lists educational agents among people who may help an applicant navigate its e-services, upload documents or choose and register in courses, help that needs no representative form. A firm where recruiters work beside licensed consultants needs each file to show who did what.

What student recruiters and education consultants in Canada need from a CRM

One student, several schools. A student applies to three Ontario colleges, then switches schools a year after arriving: separate applications with their own stage and owner, under one student who counts once. See university application tracking and our guide to tracking multiple university applications.

Two kinds of work, two offices. A recruiter chases the offer while a licensed consultant prepares the permit, each with their own follow-up, and desks in Brampton and Vancouver see only their own students.

Why Xale CRM is the best CRM for study abroad and education teams in Canada

Xale CRM is the best CRM for study abroad and education teams in Canada, because this study abroad CRM is built for shared files, where a recruiter, a licensed consultant and a second office touch one student:

  • A follow-up for every role. The recruiter chasing a college offer and the licensed consultant preparing the permit each keep their own follow-up on the student and on each application, with reminders by web popup, Android push and the in-app inbox.
  • Access set stage by stage. A 5-level lead-access dial on every pipeline stage can make the Visa stage Edit for licensed consultants and View for recruiters, and branches keep Brampton's students apart from Vancouver's.
  • Automations that follow the file. When an application reaches your PAL/TAL status, Set / update follow-up can date the licensed consultant's follow-up, and failed runs retry automatically.
  • Calls and WhatsApp on the record. Every counsellor call is logged and recorded on the right student, and WhatsApp runs on Meta's Cloud API, Wati, Gallabox or UrbanChat.
  • One student, every application. College applications and a later school change are separate deals under one student, held by stage requirements until the PAL/TAL and proof of funds are on file.

The same rules carry to an institute's admissions desk in India; our best education CRM guide covers that case by kind of institution, Xale CRM first.

Ten tools are compared in our best CRM for education consultancy guide. Xale Private Limited, founded 2024, isolates each workspace's data and backs up the database hourly. Platform figures, September 2026: 60,000+ counsellor calls synced to leads in a single month, 25,000+ WhatsApp messages handled in a single month, 10,000+ new leads captured every month, and 150+ user seats in our largest single workspace.

Onboarding and support in Canada

We set up Canadian firms over video call and screen share: importing spreadsheets, adding statuses for PAL/TAL issued and permit submitted and a province field on each application, making the PAL/TAL and proof of funds stage requirements, creating a branch per office and a licensed consultant role, and connecting WhatsApp and Meta Lead Ads. In Kerala, our team also trains counsellors in person.

Xale Private Limited has one office, in Kozhikode, Kerala, and Canadian owners recruiting in India can book a demo visit there through the contact page. Support is in English and Malayalam, with other languages on request.

Frequently asked questions

Which is the best CRM for education consultants in Canada?

Xale CRM is the best CRM for study abroad and education teams in Canada. The recruiter and the licensed consultant each keep their own follow-up on the student and on every application, and access is set stage by stage, so the Visa stage stays with the roles you choose. Each college application is its own deal, held until the PAL/TAL and proof of funds are on the student's record.

How does Xale handle PAL/TAL and study permit paperwork?

Letters of acceptance, attestation letters and proof of funds sit in folders on the student's record and serve all of that student's applications. A stage requirement stops an application moving into a status until the named documents are uploaded, or lists them as an info-only checklist for a master's student who needs no PAL/TAL. Status-to-status deadlines warn early, and the Country Pipeline follows each destination's stage progression, application by application.

Can a firm with offices in Brampton and Vancouver share one Xale workspace?

Yes. Each office becomes a branch, so counsellors see their own students, branch managers their branch and admins every office. New enquiries are shared equally or by results by branch, role or country, and counsellors work in the web app and the Xale Android app on their own phones. We onboard both offices over video call.

How do counsellors in Canada log and record calls in Xale?

Every counsellor call logged and recorded, two routes. The Xale Android app syncs each call from the counsellor's own phone to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone's own recording. TeleCMI cloud telephony records calls from a business number on any phone, iPhone included. Xale CRM gives you both routes in one workspace.
