India's outbound student market in official numbers

The fullest country-wise count is the table attached to Rajya Sabha Unstarred Question 557, answered by the Ministry of External Affairs on 4 December 2025. As on 1 January 2025 it lists 18,82,318 Indian students abroad: 12,54,013 in universities and tertiary institutions and 6,28,305 in schools. The school column is mostly the Gulf, with 2,47,325 school students in the UAE alone, so for a consultancy the tertiary column is the one to read.

Indian Missions compile these numbers and several rows say "data not available", so treat the table as the ministry's best count, not a census.

Departures are tracked separately. Rajya Sabha Unstarred Question 1303, answered by the Ministry of Education on 11 February 2026, gives Bureau of Immigration counts of Indians who declared study or education as their purpose when leaving: 9,08,364 in 2023, 7,70,127 in 2024 and 6,26,606 in 2025. The question asked for a state-wise split; the answer gave national totals only.

For a counselling team, two things follow. A student may weigh Canada against Germany, so your system must hold several applications without counting the student twice. And with fewer departures, the enquiries already in your list deserve disciplined follow-up.

Where India's education teams work

Demand is national, but some places have their own character and their own page.

  • Kerala. The state's 2023 migration survey, run by the Gulati Institute of Finance and Taxation with NORKA funding, puts student emigrants at about 2,50,000, double the 2018 count. Our Kozhikode office is here. See Kerala.

A Government of Punjab notification of 16 September 2014, listed by the Sangrur district administration, retitled the state's human-smuggling rules as Travel Professionals' Regulation Rules and set licence fees for firms running a travel agency, IELTS coaching or a consultancy.   • Gujarat. The February 2026 answer records approvals for five universities from Australia and the UK to open offshore campuses in GIFT City, Gandhinagar. See Gujarat.

What Indian counselling teams need from a CRM

WhatsApp as the main channel. For many Indian teams, WhatsApp is where the conversation with the student, and often a parent, happens. Look for one inbox on the provider you already pay for, where each counsellor sees only their own chats.

Calls from counsellors' own phones. Every counsellor call logged and recorded, two routes. Branches and ad leads. A chain with offices in several cities needs counsellors to see their own leads and branch managers their branches, with Facebook and Instagram leads tagged by campaign and form. That is the brief of a multi-branch CRM.

Documents before the visa stage. The MEA answer lists incomplete or inappropriate admission documents among the reasons foreign immigration authorities denied entry to Indian students. Look for stage rules that hold a file back until named documents are on the record.

The DPDP Act. Parliament enacted the Digital Personal Data Protection Act on 11 August 2023, and the Rules followed on 14 November 2025 with an eighteen-month phased compliance period, says the Press Information Bureau backgrounder. It lists a separate consent notice stating the specific purpose, a published contact for data queries, and answers to access, correction and erasure requests within ninety days.
