Nepal's 2083 regulations bring every education consultancy under a ministry licence, and inspectors now look for a country-wise database of every student counselled. If your firm in Kathmandu, Pokhara or beyond counsels students, runs language classes and files applications to Japan, the UK, the US and Australia, this is our guide to choosing a CRM for education consultancies in Nepal. Xale CRM comes from Xale Private Limited in Kozhikode, India, and we set up Nepali teams remotely as part of our worldwide work.

Nepal's students abroad in official figures
Nepal's Ministry of Education and Sports issues the No Objection Certificate (NOC), the permit to study abroad, through its online NOC portal. Its country and subject breakdown for Shrawan to Asoj 2081 (mid-July to mid-October 2024), the first quarter of fiscal year 2081/82, counts 27,727 permits across 56 destinations.
| Destination | Foreign study permits, Shrawan to Asoj 2081 |
|---|---|
| Japan | 9,638 |
| United Kingdom | 5,453 |
| United States | 3,064 |
| Australia | 2,262 |
| India | 1,447 |
| Republic of Korea | 994 |
| Canada | 911 |
| All 56 destinations | 27,727 |
By subject, Japanese language leads with 9,094 permits, ahead of management with 6,829. The ministry notes that its country and subject totals differ, 27,727 against 27,423, because issuing a new permit cancels the old one.
Japan's own count shows that route's growth. The Japan Student Services Organization's International Student Survey in Japan, 2025 found 100,239 Nepali students in Japan on 1 May 2025, 35,423 more than a year earlier and second only to China's 131,097. Of Japan's 408,069 international students, 140,174 were at Japanese language institutes.
The 2083 rules for education consultancies
The Educational Counselling, Language Teaching and Preparatory Classes (Operation and Management) Regulations, 2083 were published in the Nepal Gazette on 25 Asar 2083 (July 2026) and took effect at once. They cover counselling, language teaching, language testing and preparation classes for tests such as IELTS, TOEFL and JLPT. The provisions that shape a consultancy's records:
- A licence for the firm and each branch. Counselling needs a ministry licence, renewed yearly. A firm that opens a branch must apply again for it, and the counselling deposit is NPR 2.5 million, plus NPR 2.5 million per branch.
- A written agreement first. Counselling starts only after a written agreement covering the consultancy's fee, the institution's authenticity, entry requirements, course fees and refunds.
- Records and quarterly reports. The firm keeps details of every student it sends abroad, reports them to the ministry each quarter with any income earned from the fees they paid, publishes its fees on its website and gives students a copy of every document submitted on their behalf.
- The NOC before money moves. Payments to the foreign institution go through a bank once the student has the NOC, and money from students cannot be taken in cash.
- Inspection and grading. Inspectors check for an integrated database of students counselled by country, with each student's current status. The ministry may grade firms A, B or C on students' success rate, service quality and complaints.
- No outbound education fairs. Fairs, exhibitions and seminars aimed at Nepali students going abroad will not be approved.
The ministry will also build an electronic system for student and fee details, which it may link with the NOC system. A notice dated 30 Bhadra 2083 (September 2026) opened licence applications for counselling and language testing on its CIMS portal: firms permitted by a province or local government apply by 25 Asoj 2083, others within 35 days, and first-time applicants cannot ask for a branch office.
What a CRM for education consultancies in Nepal must handle
One student database for the whole firm. The inspector's question, how many students went to each country and where each stands, needs more than notebooks and personal phones.
Students who change plans. A student who moves from a UK plan to Japan keeps one record holding both applications and counts once; see tracking multiple university applications.
Enquiries through your own channels. With outbound fairs off the table, walk-ins, your website, ads, calls and messages carry the load. Our WhatsApp CRM for education page covers the shared inbox, and Meta Lead Ads for study abroad covers ad forms.
Papers and branches. The agreement, the NOC and every submitted file belong on the student's record (student document management), and each licensed branch needs its own view of its students (multi-branch CRM).
| Nepal need | What to look for | How Xale handles it |
|---|---|---|
| Students by country with current status | One record per student, each application tracked | Each university application is its own deal under one student, with its own stage, owner and country field |
| Signed agreement first, NOC before fees | A step that cannot be skipped | Stage requirements that block a move into a status until named documents are on the record |
| Copies of submitted documents | Every file in one place | Folders on the student's record, shared by all of that student's applications |
| A licence for every branch | Access by branch | Branch-aware visibility, and lead distribution by branch, role or country |
| Japanese classes before a Japan application | Milestones before the file moves | Tracks, multi-step checklists that can be required on a stage |
| Grading on students' success rate | Counts you can check | Any report number opens the exact leads behind it, and a student counts once in conversions |
Why Xale CRM is the best CRM for education consultancies in Nepal
Xale CRM is the best CRM for study abroad and education teams in Nepal, because each 2083 obligation above, from the country-wise database to the NOC-before-payment rule, maps onto something this study abroad CRM already does. Built by Xale Private Limited, founded 2024 in Kozhikode, Kerala, it wins on six counts:
- The database inspectors ask for. One record per student, a deal per application with its own stage, owner and country field, and a Country Pipeline that follows each destination's stage progression, application by application.
- The NOC before the Deposit stage. A stage requirement keeps an application out of Deposit until the NOC and signed agreement are uploaded, and status-to-status deadlines warn early.
- Branches that match your licences. Each licensed office becomes a branch: counsellors see their own students, branch managers their branch and admins every office, all in one database.
- The Japan language route. A track holds Japanese class and JLPT milestones and can be required on the Application stage.
- Every call and chat on file. Counsellor calls are logged and recorded through the Xale Android app on the counsellor's own phone or TeleCMI cloud telephony on any phone, and parents' WhatsApp chats sit in one role-scoped inbox.
- Student data kept safe. Workspace data isolation and hourly database backups to off-site storage.

Which is the best CRM for education consultancies in Nepal?
Xale CRM is the best CRM for study abroad and education teams in Nepal. Each student is one record with every university application as its own deal, which gives you the country-wise database with current status that 2083 inspectors check. Stage requirements hold an application until the NOC and signed agreement are uploaded, branch-aware access follows your licensed branches, and every counsellor call and WhatsApp chat lands on the student's record.
Can a licensed consultancy in Kathmandu or Pokhara run on Xale?
Yes. Counsellors use the web app in any browser and the Android app, installed as an APK with in-app updates. We set up your workspace over video call and screen share, with a branch for each licensed office, so every branch sees its own students while admins see all of them. WhatsApp connects through Meta's Cloud API or your Wati, Gallabox or UrbanChat account, support is in English and Malayalam, and every feature is on every plan.
How does Xale hold the student records a Nepali consultancy keeps?
Each student is one record, with the agreement, the NOC and every document in shared folders, and each university application is a deal with its own stage, owner and country. The Country Pipeline follows each destination's stage progression, application by application, and any report number opens the exact students behind it, so you can see how many went to each country and where each stands.
Can a Kathmandu consultancy record its counsellors' calls in Xale?
Yes. Every counsellor call logged and recorded, two routes. The Xale Android app syncs each call from the counsellor's own phone to the right lead with direction, duration and outcome, no per-minute charges, and attaches the phone's own recording. TeleCMI cloud telephony records calls from a business number on any phone, iPhone included. Xale CRM gives you both routes in one workspace.
